WhatsApp message limits: how many messages can you actually send?
By the Pingly team · · 6 min read
“How many WhatsApp messages can I send?” has no single answer, because WhatsApp enforces four different kinds of limit depending on how you are connected — and the number most articles quote for the official API has been wrong since Meta changed it.
Here are the current figures for each route, what they actually count, and what you can and cannot do for free.
The short answer
| How you send | The limit | Cost |
|---|---|---|
| Broadcast list in the WhatsApp Business app | 256 recipients per list, and only people who saved your number | Free |
| WhatsApp group | 1,024 members | Free |
| Official Cloud API, new account | 250 unique recipients per 24 hours | Per message to Meta |
| Official Cloud API, scaled up | 2,000 → 10,000 → 100,000 → unlimited | Per message to Meta |
| Your own number connected by QR | No published limit — practical caps only | No per-message fee |
Free: what you can send without paying anyone
A broadcast list in the WhatsApp Business app sends the same message to up to 256 people at once, and each arrives as a normal one-to-one chat. It costs nothing.
A group holds up to 1,024 members, but everyone sees everyone and anyone can reply to all. It is a community, not a marketing channel, and using one for marketing is the fastest way to be reported.
There is no free route that reaches 1,000 strangers. Anything promising it is either using an unofficial tool, in which case read the risk section below, or is not telling the truth.
The official API: 250 to unlimited
On the WhatsApp Business Platform, the messaging limit is the number of unique customers you can start a conversation with in a rolling 24 hours. Replies inside an open conversation do not count against it.
A new business portfolio starts at 250. From there the steps are 2,000, then 10,000, then 100,000, then unlimited.
You reach 2,000 by completing one of Meta’s scaling paths:
- Verify your business, or have your partner verify it if you were onboarded by one.
- Or deliver 2,000 messages outside customer service windows to unique recipients within a 30-day moving period, using templates with a high quality rating.
After that it scales automatically. Meta raises you a level within about six hours if your message quality stays high and you have used at least half your current limit in the last seven days. Two things follow from that: quality is the gate, not spend, and a business that sits well under its limit will not be moved up.
Your own number by QR: no published limit, which is the problem
Connect your existing number by scanning a QR code and no limit is published at all, because WhatsApp does not sanction the method. That sounds like freedom and is closer to the opposite: there is no stated number to stay under, and the first sign you went too far is a restriction on the number.
In practice a safe ceiling exists and it depends on the age and history of the number, not on a tier. A number connected today can send far less than the same number in two months. The day-by-day schedule Pingly enforces — what is allowed on day five versus day sixty — is set out in how to send bulk messages on WhatsApp, and the trade-offs of choosing this route at all are in bulk WhatsApp without the API.
Can I send 1,000 messages? 10,000?
Taking the questions people actually ask, in order:
Sending 100 messages at once
Comfortable on every route. A broadcast list covers it free if those 100 people have saved your number. On the API it is well inside even a new account’s 250.
Sending 1,000 messages
Above a new API account’s limit of 250, so you would need to complete a scaling path first. Four broadcast lists would technically cover it, but only for contacts who saved you. On an unofficial connection it is achievable only with a mature, warmed-up number, and it is the volume at which carelessness starts costing people their number.
Sending to 10,000 contacts
This is API territory and not really a question about limits any more. You would need your portfolio scaled to 10,000, approved templates, and genuine consent from 10,000 people. Attempting it on a QR-connected number is how numbers get banned — not because the tooling cannot do it, but because 10,000 unsolicited messages produce enough reports to guarantee it.
What each limit actually counts
Three distinctions that cause most of the confusion:
- Unique recipients, not messages. Meta’s limit counts how many different people you start a conversation with, not how many messages you send. Ten messages to one person is one.
- Outside the customer service window. When someone messages you, a 24-hour window opens in which you can reply freely. Those replies do not count.
- Per portfolio, not per number. Adding a second business number does not double your allowance — both draw on the same pool.
Frequently asked questions
How many messages can I send on WhatsApp per day?
On the official API, as many as your messaging limit allows in a rolling 24 hours: 250 for a new account, up to unlimited once scaled. On a personal or Business app number there is no published daily figure, and exceeding what looks like normal use risks a restriction.
How do I increase my WhatsApp messaging limit?
Verify your business with Meta, or deliver 2,000 quality messages to unique recipients over 30 days. After that it scales automatically, provided your quality stays high and you are using at least half your current limit.
Does a second phone number double my limit?
No. Messaging limits are set per business portfolio and shared across every number in it.
What happens if I hit the limit?
Further attempts to start new conversations fail until the rolling 24-hour window moves. Replies within open customer service windows keep working.
