Bulk WhatsApp message senders: the five kinds of tool, compared

By the Pingly team · · 7 min read

Search for a bulk WhatsApp sender and you get a hundred product names and very little help choosing. It is easier than it looks, because there are only five kinds of tool, and the kind decides almost everything — what it costs, whether your number is at risk, and whether your messages arrive at all. The brand matters much less than which of the five you picked.

The five kinds, at a glance

1. Broadcast lists in the WhatsApp Business app

Free, already on your phone, and the right answer more often than anyone selling software will tell you. A broadcast list sends to 256 people at once and each message arrives as an ordinary chat.

The catch is that it only reaches people who have saved your number. For a salon messaging regulars that is fine. For a list of leads it means most of them silently receive nothing. Full detail in WhatsApp message limits.

Choose it if your list is small and already knows you. Do not buy software to replace it until it genuinely stops being enough.

2. Chrome extensions and desktop bulk senders

These paste a list into a browser tab or a desktop app and fire messages from your logged-in WhatsApp Web session, usually for a small one-off payment.

They are the cheapest option and by some distance the riskiest. Most send at machine speed with no warm-up and no pacing, which is the exact pattern most likely to get a number restricted. They also typically keep no record of who opted out, which is a problem beyond deliverability if you are messaging Indian consumers.

Choose it if you are sending once, to people who expect it, from a number you could lose without it mattering. Otherwise this is the category that costs people their business number.

3. Platforms built on the official API

Most named WhatsApp marketing products — Wati, AiSensy, Interakt, Gallabox and others — are Business Solution Providers. They resell Meta’s official WhatsApp Business Platform with their own interface, and bill you a platform fee plus a per-message rate.

This is the sanctioned route. Templates are reviewed, delivery is dependable, you can earn a verified business identity, and nobody is going to restrict your number for using WhatsApp the way WhatsApp intends. The trade is setup time, template approvals before you can send, and a markup on every message.

Rather than make claims about any of them here, we keep separate comparisons that cite each vendor’s own published terms: Wati, AiSensy, Interakt and WAPlus.

Choose it if you need volume, reliability or a verified identity, and you would rather pay for someone else to handle the Meta relationship.

4. Your own Meta Cloud API account

The same official platform, except you hold the account and Meta bills you directly. There is no reseller margin on top of Meta’s rate. You still need software to work the conversations, but the software and the message cost are separated.

This is worth knowing because “the official API is expensive” is usually a statement about a reseller’s markup rather than about Meta’s prices. The current rate card and the limits that come with it are in WhatsApp message limits.

Choose it if you are prepared to set up a Meta account once, in exchange for paying Meta exactly what Meta charges.

5. Platforms that connect your existing number by QR

This is where Pingly’s WhatsApp Direct sits, and where most of the tools advertised as “bulk WhatsApp sender, no API needed” sit. You scan a code the way WhatsApp Web does, and the number your customers already know becomes a shared inbox with campaigns behind it. No provider contract, no template queue, no per-message fee.

It is also not permitted by WhatsApp for marketing, and no tool in this category can change that. What separates a serious one from category two is whether it refuses to let you send dangerously: a mandatory warm-up, daily caps that rise with the age of the number, randomised gaps between sends and a circuit breaker that stops a campaign when delivery starts failing. The honest version of that trade is in bulk WhatsApp without the API.

Choose it if you want to find out whether WhatsApp is worth the effort before committing to approvals and per-message costs.

How to choose, in four questions

  1. Have the people you want to reach saved your number? If yes and there are fewer than 256, use a broadcast list and spend nothing.
  2. Would losing this number hurt your business? If yes, use the official API — category three or four — and do not gamble it.
  3. Do you need a verified identity, or dependable delivery for things like OTPs? Official API only.
  4. Still exploring whether WhatsApp works for you? Category five gets you answering real messages this afternoon, and you can move to the API later without changing tools.

Where Pingly fits, and where it does not

Pingly does categories three, four and five: connect through a BSP, connect your own Meta account, or scan a QR code — in the same inbox, so moving between them does not mean moving tools.

You should probably not choose us if:

  • You want a one-off blast and nothing else. A free broadcast list or a cheap extension will do, and a subscription will not earn its keep.
  • You need a feature we do not have. We would rather say so than sell you a roadmap.
  • You want someone to promise your number cannot be banned. Nobody can honour that, and we will not pretend otherwise.

Frequently asked questions

What is the best bulk WhatsApp sender?

There is no single best one, which is why this page is organised by kind rather than ranked. The free app is best for small saved-contact lists, the official API is best when the number matters, and a QR platform is best while you are still finding out.

Using the official API is sanctioned. Sending bulk marketing from a regular WhatsApp account breaches WhatsApp’s Terms of Service — a contractual matter rather than a criminal one, enforced by restricting the account. Consent and opt-out obligations apply either way.

Can I move from a QR connection to the official API later?

Yes, and you should plan to once volume or reliability starts to matter. Whether it means changing tools depends on the tool — in Pingly both run in the same inbox.
