How to send bulk WhatsApp messages without losing your number

If your customers live on WhatsApp, sooner or later you will want to send the same message to a lot of them at once: a festive offer, a price change, a batch of appointment reminders. There are four realistic ways to send bulk messages on WhatsApp, and each one trades reach, cost and risk differently. Choosing the wrong one is how businesses lose the number their customers know them by.

Here is each method honestly — what it can do, what it costs, where the limits are — and the habits that keep a number healthy whichever route you pick.

1. Broadcast lists in the WhatsApp Business app

The simplest bulk WhatsApp message is the one built into the app on your phone. A broadcast list is a saved list of contacts; you type one message and each person receives it as an ordinary one-to-one chat from you. Replies come back to you individually, not to the whole list.

WhatsApp’s Help Center sets out the rules:

  • You can include up to 256 contacts in each broadcast list, and create as many lists as you like.
  • Only people who have saved your number in their phone’s address book receive the broadcast. Everyone else on the list simply never gets it, and you are not told.
  • Broadcast lists are not supported on WhatsApp Web, Windows or Mac — you send them from the phone.
  • People in some countries may see a monthly broadcast limit, which WhatsApp says is rolling out gradually.

The saved-number rule is the real ceiling. A broadcast list works well for a small, loyal audience — regulars, a dealer network, a class of students — who already have you in their contacts. It does not work for a list of new enquiries or for a spreadsheet of past customers who never saved your number. For those, WhatsApp’s own help article points businesses towards marketing messages rather than broadcast lists.

2. The official WhatsApp Business Platform (Cloud API)

If you want WhatsApp Business API for bulk messaging, this is the route Meta built for it. You register a number on the WhatsApp Business Platform and send from software rather than a phone. Recipients do not need to have saved your number. In exchange, Meta sets conditions.

Opt-in comes first

Meta’s opt-in rules say a business may message someone on WhatsApp only if that person has given you their mobile number and has agreed to receive messages from your business. The opt-in must clearly say they are opting in and must name your business. It does not have to be collected on WhatsApp — a website form, an SMS, a phone call or a signed paper form are all listed as acceptable methods, as long as it complies with the law where you operate.

Bulk messages must use approved templates

Template messages are the only kind you can send to someone who has not messaged you recently — that is, outside the customer service window. Templates are reviewed by Meta when you create or edit them, and only a template with the status APPROVED can be sent. Meta bills per delivered message

Meta charges per delivered template message. The rate depends on the template’s category (marketing, utility or authentication) and on the recipient’s country calling code, and Meta revises its rates from time to time, so check Meta’s official pricing page rather than a figure quoted in a blog post. Ordinary replies you send inside an open customer service window are free today, but Meta has announced that from 1 October 2026 it will charge for these service messages too, with a free allowance of 1,000 a month per business phone number (what changes on 1 October).

Messaging limits grow with quality

Meta caps how many unique people you can reach with business-initiated messages in a moving 24-hour window. According to Meta’s messaging limits documentation:

  • The limit is set for the whole business portfolio and shared by every number in it.
  • A newly created portfolio starts at 250 unique recipients per 24 hours.
  • It rises to 2,000 once you complete a scaling path — verifying your business, or delivering 2,000 messages to unique users within 30 days using templates with a high quality rating.
  • After that it steps up automatically to 10,000, 100,000 and then unlimited, provided your messages stay high quality and you have used at least half of your current limit in the last seven days.

3. Your existing number, connected by QR

The third option is the one most people mean by a WhatsApp bulk message sender: software that links your existing WhatsApp or WhatsApp Business number the way WhatsApp Web does, by scanning a QR code, and then sends messages from it one by one. There is no template approval and no per-message fee from Meta. That is why it is popular — and why you need to understand the risk.

WhatsApp’s Terms of Service do not allow it for marketing. They prohibit using the service to send “bulk messaging, auto-messaging, auto-dialing, and the like”, and any non-personal use WhatsApp has not authorised. Sending bulk marketing from an account on the regular app is against those terms, and WhatsApp can restrict or ban a number that does it. Any tool that connects this way — Pingly included — can reduce how likely that is. None can remove it.

What Pingly does is pace sending so a number behaves like a busy person, not a machine. A Safe level lowers these caps to 60% and a Fast level raises them to 140%. Pacing can be switched off entirely; we would not recommend it. Alongside the caps, Pingly:

  • Waits a random gap between messages — 10 to 35 seconds at the Balanced level — with an occasional longer break, so sends never arrive with machine regularity.
  • Shows the “typing…” indicator for a few seconds before each message, as a person would.
  • Varies the wording with spintax: write {Hi|Hello|Good morning} and each recipient gets one of the options, so a campaign is not hundreds of identical messages.
  • Pauses the number automatically. A send error that looks like a restriction pauses bulk sending for two hours; if most recent messages stop being delivered, the campaign is halted and the number rests for twelve hours.

4. How to send bulk messages on WhatsApp from Excel

Most businesses already have their customers in a spreadsheet — an export from billing software, a CRM or a form. A spreadsheet is not a sending channel; it feeds one of the methods above. In Pingly the steps are:

  1. Prepare the sheet. Only a phone column is required. Name, email and tags are optional; put several tags in one cell, separated by commas. Any other column — say product_name or due_date — is saved against the contact so it can fill a variable later. The import screen has a sample CSV to start from.

Either way, the rules of the channel you chose still apply: a list of people who never agreed to hear from you is still that, whatever format it arrives in.

How to avoid getting your number restricted

Whether your WhatsApp bulk messages go through the API or a QR-connected number, WhatsApp judges you mainly by how recipients react. Its Business Messaging Policy says people can block or report businesses, and that WhatsApp limits how many messages a business can send when its quality stays low. These habits are what keep quality up — and they are the practical answer to how to send bulk messages on WhatsApp without getting banned:

  • Get opt-in and keep a record of it. Note where and when each person agreed — a checkout box, a form, a signed register. It is Meta’s rule for the API and your best defence anywhere.
  • Send only what people signed up for. Someone who asked for delivery updates did not ask for your festive sale. Relevance is what stops the block button.
  • Put an opt-out line in every marketing message, such as “Reply STOP to stop these messages”, and honour it — WhatsApp’s policy requires you to respect opt-out requests.   • Start small. Send the first campaign to your most engaged customers, watch replies and blocks for a day, then widen it.

Can I send bulk WhatsApp messages without adding the contact?

Not with a broadcast list — WhatsApp only delivers broadcasts to people who have saved your number. The official Business Platform does not need recipients to save your number, provided they have opted in.
